In a separate bowl mix flour, soda, baking powder and salt. Introduce this dry mixture into the oil mixture, you should get a liquid homogeneous dough. Introduce chocolate drops or crushed chocolate into the dough. Line cupcake molds with paper rosettes (baskets) and fill 2/3 with dough.
Mix the ingredients for the powder and sprinkle the dough into the molds. Place the molds in the preheated oven and bake the vanilla cupcakes for about 25-30 minutes until done. Remove the cupcakes from the molds and serve the vanilla cupcakes warm or chilled.
